American politician who served in the Delaware General Assembly from 1777 to 1782. He was President (governor) of Delaware from 1783 to 1786.
In his youth, he was educated at home and later he relocated to Philadelphia to study law and passed the bar in 1765.
The official end of the American Revolution came during his tenure as President of Delaware.
His first wife, Elizabeth Nixon, died in childbirth and he later married Charlotte Stanley, with whom he had four more children.
He succeeded politician John Mckinly as President of Delaware.
