Born in 1965 in a small town near Moscow, Lev Kvetnoi took his Bachelor degree from Leningrad Institute of Physical Culture. It was in 1995 that he joined the metals group of fellow billionaire Alisher Usmanov, serving as Chief Executive of one of his companies.

In 2006, he decided to sell out his interests to Usmanov, and the following year, he invested the capital in the purchase of National Standard Bank and NovorossCement, Russia's third-largest cement producer. As of 2008, NovorossCement got delisted and is now a private company, held by Kvetnoi. He went on to expand his cement business in 2011 when he gained one of the factories owned by billionaire Elena Baturina.
