After rising to fame for her Lucky series of autobiographical cartoons, Bell published a cartoon collection titled Cecil and Jordan in New York. She also frequently contributed to journals such as Stereoscomic, Orchid, and Shout!
After taking classes at both Humboldt State University and the City College of San Francisco, she worked in Retail until she was able to establish herself as an Artist.
Her work, known for its melancholy tone and surrealist treatment, was included in several editions of the Anthology of Best American Comics.
She and her brother were born in London to an American mother and an English father and were raised primarily in California.
She collaborated with film Director Michel Gondry on a cinematic adaptation of one of her Cecil and Jordan in New York cartoons.
